as an example, i have created a document with a long table and a header and a footer row.
Netscape V4.05 does not understand these tags at all and displays the header first, the footer on the 2nd row and then the body of the table.
Internet Explorer V4.01 at least displays the header first, then the data and the footer row at the very bottom of the table. but neither the header nor the footer are repeated on every page, neither on the screen nor on the printout.
