i think even if it is virtually impossible that two authors can agree on what is a good website, it should be possible to list a number of practices that most people can agree on that they are good or bad.
or at least if someone comes up with a list of "does" and "don'ts", an author can pick the practices she or he thinks are good and avoid those that she or he thinks are bad.
and there are similar documents around, including style guides of some departments at the ETHZ.
